Evidence-based narratives in European research programming

Abstract The article introduces and exemplifies the approach of evidence-based narratives (EBN). methodology is a product co-design between policy-making science, generating robust intelligence for in Directorate General Research Innovation European Commission (DG RTD) under condition high uncertainty fragmented evidence. EBN transdisciplinary tackles practical problems future-oriented policy-making, this case area programming research innovation addressing Grand Societal Challenge related to climate change natural resources. Between 2013 2018, EU-funded RECREATE project developed 20 EBNs co-development process scientists policy-makers. All are supported with evidence about underlying system applying technological systems (TIS) framework. Each TIS analysis features innovation, its current state market diffusion description investment case. Indicators include potential future sizes, effects on employment environmental social benefits. Based function analyses, offer policy recommendations. ends critical discussion approach.
